Introduction:-
The Department of Forensic Medicine & Toxicology, situated at Block-E, Level I of the hospital building, deals with the medical aspects of the law and the legal aspects of medical practice. The Mortuary attached to the department is in two blocks – ‘L’ Block and ‘C’ Block (Ground Floor). It has adequate space for storing the bodies and is well equipped with modern facilities for conducting Medico Legal Post Mortem Examinations.
Services:-
The department conducted 983 Medico-legal Post Mortem Examinations in the year 2017. 18347 Medico-legal cases reported to the Casualty of the hospital and were attended to by the Department in the same year. Medico Legal age estimation of the cases coming to the Institute are done by the faculty of the department and the department conducted 12 cases of age estimation. The department also conducts postmortem of brought- in dead cases and attested copies of the postmortem reports, as a service to the public.
Interns are posted compulsorily during their rotatory Internship for 15 days in the casualty. They also have the option of joining the department for elective posting for another 15 days.
Besides the above, the department conducts training classes for the MSc. Anthropology students of the Panjab University, Chandigarh and the BHMS students of the Homoeopathic College, Sector-26, Chandigarh.
One Stop Crisis Centre (OSCC) facilitates examination and medical aid to sexual assault survivors/ victim and those of child abuse. The department has administrative control over the OSCC through Dr Dasari Harish, Prof. & Head as the In charge
Special Services :
The department has facilities for “Embalming” of bodies – both with or without Post Mortem Examination in the attached mortuary. 08 embalmings were done in the year 2017.
The department also actively participates as expert in the various boards conducted for Medico Legal Post Mortem Examinations by the GMSH-16, Chandigarh. The Casualty of the Institute is under the administrative control of the department and has six posts of Emergency Medical Officers to look after the working of the casualty.
The department extends expert opinion in various cases to the Investigative agencies.
The faculty of the department delivers lectures to the trainees as well as officers of the various investigative agencies at the Central Detective Training Institute, Sector-36, Chandigarh, Institute of Corrective Administration, and at the Mahatma Gandhi Institute of Public Administration,Sector-26, Chandigarh as well as at the State Institute of Health & Family Welfare, Punjab, Mohali and the Central Institute of Health & Family Welfare, under the Ministry of Health, Govt. of India.
