PHASES
PHASE-I
In this first phase, Block-A containing 80 beds for
the Department of Obstetrics & Gynaecology, 60 beds for the Emergency Departments and
same number of beds for the Trauma Ward, approximately 70 beds for the Paediatric Medical
and Surgical Wards alongwith 23 Private Wards and a canteen was planned so that
approximately 250 beds are available for patient services in the first phase. It was
inaugurated in June, 1995, by HE Lt. Gen (Retd.) B.K.N. Chhibber, Governor Punjab &
Administrator, UT, Chandigarh. OPD services were started in June, 1995, inpatient
admission in May, 1996, and emergency services in March, 1997.
The adjoining partial construction of Block-D, which is a link between Block- A, the OPD
Block-B and the in-patient Block-C has been completed and commissioned in June, 1995. The
partially constructed Block-D will be used for housing the main reception of the hospital,
shopping complex for patients, offices of the Medical Superintendent, Stores Officer and
the Nursing Superintendent.
The Services Block has also been completed for providing air-conditioning, medical gases,
electricity generators, fire fighting and mortuary. This Services Block has been
commissioned in June, 1995, and its services are available for both Blocks A & D.
Phase-II
The second phase was the completion of Block-B which is the
out-patient block. The construction work of this block was started in the financial year
1993-94. The foundation stone of Block B was laid by Shri S.B. Chavan, the Union Home
Minister. This block has been inaugurated by Shri Dalit Ezhilmalai, Union Minister of
State for Health & Family Welfare on 22.6.1999.

Phase-III
The construction of the main hospital wing, i.e.
Block-C, containing the services of laundry, main kitchen, various wards and 14 operation
theatres has started in February, 1995. Its foundation stone was laid by Shri Pranab
Mukherjee, the Deputy Chariman, Planning Commission and Union Minister of External
Affairs. It has started functioning w.e.f. and inagurated by Hon'ble
Health Minister by Dr. Ambumani Ramadoss on 22.09.04
The remaining part of Block-D which will have the departments of Radiodiagnosis,
Radiotherapy, Dentistry, Blood Bank, Central Sterile Services Department and the
administrative component of various clinical departments of the Medical College has also
going to start and is likely to be completed by June 2005 for arrangement of 250
in-patient in various wards.
Construction of Block E, which will house the pre- and paraclinical College Departments
such as Anatomy, Physiology, Biochemistry, Pathology, Microbiology. Pharmacology, Forensic
Medicine and Community Medicine and their allied laboratories will also start during the
current year, i.e. 1999-2000.
PHASE-IV
In Phase-IV, the construction of Block-F will be started during
1999-2000. This block will have the central library, college administration, stores and
records. Since the availability of funds in the 8th Five Year Plan was not adequate, the
construction of this wing has been taken up in the 9th Five Year Plan and it is likely to
be commissioned by the year 2000, with only four levels being constructed.
ACHIEVEMENT AND
TARGETS EXPECTED
The achievement/targets in terms of
finance cannot be easily defined in case of medical health services. However, expenditure
on health is considered to be a sound investment from the community development point of
view. Since India is a signatory of the Alma Ata Declaration (1978) for attainment of
"HEALTH FOR ALL BY THE YEAR 2000 AD", the establishment of secondary level
health care services, viz. Medical College Hospitals, becomes an automatic need. The
hospital services have been suitably oriented towards various National Health Programmes
such as Family Welfare, Malaria Eradication, Control of Blindness, etc. The hospital will,
therefore, serve as an important instrument for achievements of national goals in these
programmes.
In addition to the completion of
500-bedded teaching hospital, which is to be available for patient services, the other
achievement will be the completion of the Govt. Medical College, Chandigarh to provide
training to doctors both as medical graduate and later as postgraduate candidates.
Health for All cannot be achieved without the availability of trained medical
doctors. The desired ratio of doctors to the population as recommended by the W.H.O. can
be achieved only when more trained doctors are available and the Govt. Medical College
Chandigarh will be instrumental in reaching this target.
Presently Block A, Block D(partial) and
Services Block L have already been completed on schedule. OPD services were started in
June, 1995, and ward admissions and surgery have been started since May,1996. Emergency
services and ICU have started in March, 1997.
The remaining construction of the majority of wings of the hospital and the Govt. Medical
College, Chandigarh, as well as residential accommodation for this 500 bedded teaching
hospital and Govt. Medical College, Chandigarh, will be completed in the 9th Five Year
Plan, for which separate proposals are under process and based on the allocation of funds,
plans have been prepared and estimates for construction are under way.  |
